State lawmakers, members of Congress and air travelers are increasingly concerned about the federal Transportation Security Administration’s (TSA) use of body scans and pat-down searches to screen passengers. While primarily a federal issue, states legislatures have introduced measures to address security procedures in their states. 

TSA started testing body-scan technology in 2007 to capture images of weapons or other potential threats underneath passengers’ clothing. By 2010, TSA had expanded the technology to airports across the country and intensified pat-downs for travelers who opt out. Pat-downs have since become more thorough and frequent, including searches of select travelers at boarding gates. Public backlash grew after media reports of physical searches involving older adults and children, and theft allegations against TSA agents. Citizens have also been concerned about possible health risks of body scans.
