Day 1, Thursday, April 8
NCSL Public-Private Partnerships (PPP) Working Group
The NCSL Foundation Partners Project on Public-Private Partnerships (P3s/PPPs) exists to link legislators, legislative staff and interested private sector entities to analyze legislators’ needs and to develop nonpartisan, balanced, useful materials to aid legislators’ decision-making regarding PPPs in transportation, both in their respective states and as they consider state-federal relationships.
At this meeting, the group reviewed the draft report on principles to aid state legislators' decision-making relative to PPPs for transportation, and discussed Phase II of the project.

Transportation Committee Meeting with Administration Transportation Officials
The committee met with Joanna Liberman Turner, deputy assistant secretary for intergovernmental affairs at USDOT, and Sharon Pugh, policy analyst at the Federal Transit Administration's Office of Budget and Policy.

Amtrak Acela Express: Presentation and Tour at Union Station
The committee rode the Acela high-speed train and learned about Amtrak initiatives related to new high-speed rail funding.

Non-Motorized Transportation/Complete Streets
New policy initiatives at all levels of government are addressing how to better integrate all modes of transportation when completing new transportation projects. Particular state efforts were highlighted in this session.

Hazardous Materials Transportation
The committee will review recent developments in the regulation of hazardous materials transportation including the uniform program administered in several states under the Alliance for Uniform Hazmat Transportation Procedures. Includes discussion of the NCSL Hazmat Transportation Policy.

Committee Hearing on High-Speed Passenger Rail
The NCSL High-Speed Rail Working Group was formed in 2009 to provide state legislators and legislative staff with a forum to discuss their concerns, goals and strategies for the development of high-speed rail in their states and regions. At this meeting, the working group invited testimony from several high-profile federal, state and private sector rail experts and stakeholders.
