Senator Richard T. Moore, Massachusetts
Massachusetts State Senator Richard T. Moore is presently serving his eighth term representing the Worcester and Norfolk district. He is the Senate Chairman of the Joint Committee on Health Care Financing and was among the principal architects of the landmark Massachusetts health care reform law that has resulted in near universal access to health care. He also led the successful effort, with Senate President Therese Murray, to pass comprehensive legislation to improve the quality of health care and contain health costs. The efforts were among the building blocks of national health care reform legislation.On the national level, the Senator is the Immediate Past President of the National Conference of State Legislatures (NCSL) and is the current President of the NCSL Foundation as well as co-chair of the Foundation’s project on “Transforming Health Care through Technology.” The Senator was also an active member of the steering committee of the National Governor’s Association’s State eHealth Alliance. In addition, he has played a key role in establishing, and serves on, the National Advisory Committee for the State Health Reform Project of the Brookings Institution’s Engelberg Center for Health Care Reform.

Senator Kemp Hannon, New York
Kemp Hannon is the Chair of the Senate Standing Committee on Health, is the Assistant Majority Whip in the Senate Conference and is also the chair of the Health Budget Subcommittee. Regarded widely as an expert in health care public policy and often recognized for his progressive work, Senator Hannon has improved the quality of health care for all New Yorkers. He was instrumental in developing programs such as Child Health Plus (CHP), Family Health Plus (FHP), and the Elderly Pharmaceutical Insurance Coverage (EPIC) program. Demonstrating his commitment to serve the public good, he created landmark legislation with the Patient Health Information and Quality Improvement Act, extending patient's access to information about health care providers. Accountability and quality healthcare are the cornerstone of his efforts. Senator Hannon’s record is impressive as he is responsible for numerous laws recognizing the importance of preventive medicine, medical research and treatment of disease. From spearheading the establishment of the Senate Medicaid Task Force, cosponsoring the woman's health care and prevention bill providing direct access to OB/GYN, to improved screening for cancer and osteoporosis, Hannon has had a positive impact upon health. Additionally, he has chaired the health committee of the National Conference of State Legislatures (NCSL), served on NCSL’s Health Policy Forum, and he currently serves as Co-Chair of the NCSL Foundation for State Legislatures partnership project, Transforming Health Care Through Technology.  Senator Hannon is a graduate of Boston College and Fordham Law School and besides his legislative duties, he is an attorney in private practice with the law firm of Farrell Fritz, PC.

Kelli Garvanian is a Solutions Consultant with Emdeon Payment Integrity Solutions in Illinois. With more than 30 years’ experience in the healthcare industry, Ms. Garvanian is an accredited healthcare fraud investigator, a certified fraud examiner and a founding member of the Midwest Anti-Fraud Insurance Association. She is former chairperson of the National Health Care Anti-Fraud Association and has served on its executive committee and institute board. Ms. Garvanian is active in all national anti-fraud associations, has spoken at numerous conferences and educational seminars, and is a recognized authority on healthcare fraud. She is a member of the International and National Association of Special Investigation Units.

Kathy Mosbaugh, Director, State Government Health Care
LexisNexis Risk Solutions, Florida
Kathy Mosbaugh is Director of State Government Health Care for LexisNexis Health Care Solutions. In her current role, Ms. Mosbaugh works with government health care agencies to identify opportunities where information-rich analytic tools can be leveraged to address the key challenges of health information exchange, fraud, waste and abuse and identity management. Prior to her current position, Ms. Mosbaugh held several positions within Reed Elsevier’s Clinical Decision Support division involving projects such as chronic disease management, medication reconciliation, quality measurement (pay-for-performance) reporting, and health data standards. In addition, Ms. Mosbaugh’s leadership and expertise in knowledge-based clinical systems, HIPAA standards, electronic prescribing, and partner relations were instrumental in the development of such efforts as EMPOWERx and KatrinaHealth. EMPOWERx is a Computerworld Honors Program Laureate for visionary applications of information technology that promote positive social, economic and educational change. KatrinaHealth was a public private initiative created under the leadership of the Office of the National Coordinator of Health Information Technology, which received the Pinnacle Award for demonstrating quality and innovation in improving the delivery of healthcare through the medication use process. Ms. Mosbaugh has more than a decade of experience in developing health information technology solutions including ICERx.org, a national collaboration to support the continuity of care for patients affected by a disaster. Ms. Mosbaugh holds a Masters degree in public health from the University of South Florida.

Arkansas Department of Human Service, Program Integrity Unit
Mr. Raveendran is the Chief Program Administrator with Arkansas Department of Human Service, Division of Medical Services – Program Integrity Unit. He has had over 26 years of audit experience. Before joining the Medicaid Program Integrity Unit, he worked for the Department of Human Services as a senior auditor for 20 years specializing in single audits of not for profit organizations. Mr. Raveendran also served in various capacities on the regional and National Board of Association of Governmental Accountants for several years. In addition, he represented the organization in various volunteer activities.  He holds an Associate Degree in Mechanical Engineering and a BS in Business Administration with emphasis in Accounting. And, he holds several Audit Certifications from the USDA Graduate School.
