Youth employment in July 2009 was at an all-time low.
The economic downturn has dramatically affected youth unemployment. Fewer available positions in the industries that traditionally hire young workers and competing adult job seekers have prevented a record number of young people from joining the workforce. According to the Bureau of Labor Statistics, the proportion of young people employed in July 2009 was 51.4 percent, the lowest rate ever recorded for the month of July.
The American Recovery and Reinvestment Act (P.L. 111-5) added approximately $1.2 billion to supplement appropriations for states for youth activities authorized under Title IB of the Workforce Investment Act (P.L 105-220). This money, administered by the U.S. Department of Labor’s Employment and Training Administration, is divided among the states.
