Recovery Act Funding for Workforce Training for Adults

States have renewed their efforts to create jobs and train workers.

With rising unemployment, states have renewed their efforts to create jobs and train workers. The American Recovery and Reinvestment Act (P.L. 111-5) added $495 million to supplement annual appropriations for adult employment and training activities authorized under Title I of the Workforce Investment Act (P.L 105-220). This money, administered by the Department of Labor’s Employment and Training Administration, is divided among the states using a formula that considers each state’s overall unemployment rate, its unemployment rate in areas of substantial unemployment, and its share of disadvantaged adult workers whose income does not exceed the poverty line ($22,207 for a family of four in 2008).
