FAQ: Carry Over Bills
FAQ: Why are bills from a previous session included in a legislative summary for the current year? For example, 2011 bills show up in 2012 legislative summaries.
It’s because of “carry over” provisions that some states have adopted in their legislative rules and procedures.
Twenty-seven states and the District of Columbia allow carry-over bills to remain active for their biennial sessions.
States on a 2013-2014 biennial schedule are Alaska, California, Delaware, D.C., Georgia, Hawaii, Illinois, Iowa, Kansas, Maine, Massachusetts, Michigan, Minnesota, Nebraska, New Hampshire, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Washington, and Wisconsin.
New Jersey and Virginia are on a 2012-2013 biennial schedule.
Puerto Rico is on a 2013-2016 legislative session schedule, so bills remain active for those years.
