An across-the-board cut in all nonexempt federal programs for FY 2013, referred to as the “sequester,” went into effect on March 1, 2013. The sequester was established by the Budget Control Act of 2011 and it was designed to give Congress and the president an incentive to pass a comprehensive debt reduction deal, which has not happened.
Many programs are exempt from sequestration cuts, including Medicaid, Social Security, the Supplemental Nutrition Assistance Program (SNAP), the Temporary Assistance for Needy Families (TANF) program, Child Support Enforcement, Title IV-E of the Social Security Act, and the entitlement portion of the Child Care and Development Block Grant. While most human services entitlement programs are exempt from cuts, there are many programs that are not, for example, the Low-Income Home Energy Assistance Program (LIHEAP), the Social Services Block Grant (SSBG) and many child welfare programs.
