Scope of Practice Legislative Database, 2011-2013

Online Data update April 1, 2013 - additional updates provided every two weeks

The National Conference of State Legislatures (NCSL) designed and maintains this comprehensive Scope of Practice (SOP) Legislation Tracking Database which tracks current legislation in all 50 states, territories and the District of Columbia, regarding commissions and boards, licensure and credentialing, Medicaid/health insurance plan reimbursement, practice autonomy, prescriptive authority, truth in medical education, and truth in advertising for 22 distinct health care professions.

This database contains legislation from both 2011 and 2012 state sessions, including enacted, pending and failed bills and resolutions.  2012 bills were added as they were filed or cataloged.   Bills can be searched by state, topic, keyword, status, and/or primary sponsor. It will be updated regularly and is free to all web users.

Between January 2011 and December 2012, there were 1795 SOP-related bills proposed in 54 states, territories or the District of Columbia, of which 349 have been adopted or enacted into law.

***NEW topics have been added for 2013.  Therefore topic searches for Reimbursement, Surgical Authority and Workforce will ONLY include bills filed during 2013 legislative sessions.***

As of April 1, 2013, there have been 178 scope-of-practice related bills proposed in 38 states + D.C.
