Latest Meeting: Saturday, May 4, 2013 with NCSL Spring Forum in Denver

The NCSL Federal Health Reform Implementation Task Force met on May 4 , 2013 in conjunction with Spring Forum in Denver.  The Sessions began with a Health Reform Special Briefing* and continued with additional programming from noon to 4:00 PM.

This meeting is an opportunity to review the latest developments on Health Exchanges, Medicaid and coverage expansions, health insurance and consumer reforms. Discussion also will include financial factors, alternatives, recent challenges and other PPACA provisions. Once again, we plan to have federal and state experts on hand and provide an opportunity to hear how your state is responding.
* The Health Reform Special Briefing is a joint event and final segment of the NCSL Spring Forum. All parts of the Task Force meeting, from 10:30 AM - 4:00 PM are open to all Spring Forum attendees.
 
10:30 am-Noon Special Briefing:  Countdown to Health Reform
(Jointly sponsored by Spring Forum, the NCSL Task Force on Federal Health Reform Implementation and the NCSL Standing Committee on Health)

The countdown has begun.  In five  months, exchanges will be open to the public in all 50 states and in eight months, 100 percent federal funding will be available for Medicaid expansion.  What will states do?  Hear how employers, both large and small, are responding to new roles and choices in health care.

Major provisions of the Patient Protection and Affordable Care Act are slated to “go live” in just 12 months.  States’ responses vary widely. States' newly flexible role to select if, when and for how long to accept the eligibility expansion to 133 percent of federal poverty guidelines provides an unexpected option for legislative action. Some Medicaid programs are trying new payment reform approaches as well. State and national experts will share the calculations and possible steps for the 2013 sessions.

American Health Benefit Exchanges in the States: Member Roundtable Discussion - Audio 4:00:30

The 2012 legislative session is the last opportunity for states to pass enabling legislation for a state operated American Health Benefit Exchanges authorized in the Patient Protection and Affordable Care Act in time for the January 1, 2014 effective date. In addition, the last few dates to apply for and receive federal funds to help with the establishment of the exchanges are near. What is happening in the states? What information do legislators need to move forward? What does the landscape look like for 2012 and beyond? These questions and others will be explored during this roundtable discussion.

Budget Update

This session will briefly review the current status of the regular FY 2012 appropriations for the U.S. Department of Health and Human Services and future budget issues in light of the failure of the “Super Committee” to reach an agreement on a deficit reduction plan. Following the budget update, Carolyn Yocom, Director of the Health Team for the U.S. Government Accountability Office (GAO), will discuss the recently published GAO report on countercyclical assistance and the Medicaid program.
