Containing Medicaid Costs: Moving Toward Medicaid Managed Care

Nationally, about 66 percent of all Medicaid beneficiaries are enrolled in managed care, but the most expensive of beneficiaries—the elderly and people with disabilities, who account for three quarters of Medicaid spending—are traditionally served through fee-for-service programs. As states look for ways to balance their budgets, there is increased interest in expanding managed care to these “new” populations.  This session will highlight a variety of issues related to serving these populations in managed care plans.

Speakers:

Neva Kaye, Managing Director of Health Systems Performance, National Academy for State Health Policy
Neva Kaye has 25 years of experience in state health policy.  She joined NASHP in 1994 as director of the organization’s Medicaid Resource Center.  In her current position, she manages major programs on Medicaid, directs the Assuring Better Child Health and Development (ABCD) program, and the State Consortium to Advance Medical Homes for Medicaid and CHIP Program Participants. She provides technical assistance to states in such areas as children’s health, purchasing, quality improvement, eligibility, and reimbursement strategies. Before joining NASHP, Neva served as director of Wisconsin’s Medicaid managed care program. Neva is the primary author of NASHP’s report, Charting SCHIP III: An Analysis of the Third Comprehensive Survey of State Children’s Health Insurance Programs.  She holds a BS in industrial engineering and psychology from the University of Wisconsin.

Allan I. Bergman, President and Chief Executive Officer, High Impact Mission-Based Consulting & Training
Allan I. Bergman is an accomplished nonprofit community agency and association executive and nationally recognized leader in influencing the development of federal and state policy relating to “best practice” services and supports for persons with disabilities.  Mr. Bergman’s career includes significant leadership positions within local, state and national non-profit agencies and associations. Most recently, he served as President and CEO of one of Chicago’s largest community agencies, Anixter Center, supporting more than 5,000 individuals living with disabilities through 400 employees, 72 programs, and multiple sites. His earlier positions in Washington, D.C. included President and CEO of the Brain Injury Association of America, and significant leadership roles with United Cerebral Palsy Associations as Director of the Institute on Disability and Managed Care, Director of State-Federal Relations, and Director of Government Relations.  Allan’s expertise includes broad knowledge of Medicaid, Medicare, managed care and long term services and supports policy, practice and financing.

Moderator:

Raúl Burciaga, Director, New Mexico Legislative Council Service
Raúl Burciaga joined the New Mexico Legislative Council Service (LCS) in 2000 after graduating from the University of New Mexico School of Law. Prior to that, he worked for 15 years in the administration of federal health care programs, primarily Medicare and Indian Health Service, and also served as a Medicare consultant for several companies before attending law school.  Raúl has served as lead attorney for numerous legislative interim committees, primarily those dealing with health care issues. He has also served as legislative staff liaison to various joint legislative-executive health policy committees and task forces. He is a past Staff Chair of the National Conference of State Legislatures’ (NCSL) Standing Committee on Health and currently serves on the NCSL Task Force on Federal Health Care Reform and the NCSL Legislative Health Staff Network. He served as assistant director for drafting services from 2004 until June 2010 when he was named as the director of the LCS. As director, Raúl is responsible for the operation of the legislature’s legal research and bill drafting agency, which includes general assistance to the legislature and other state agencies as well as responsibility for the care and management of the State Capitol.
