Transportation Funding

States are facing a transportation funding crisis. Legislators continue to seek solutions to an aging infrastructure and growing demand, while gas tax revenues decline and the future of federal funding for roads, transit and airports remain uncertain.

Implementing Federal Environmental Regulation

The energy industry will have to comply with a wave of new federal regulations to protect public health and the environment, while states will have to enforce these new standards.

  • New clean air and water rules will force significant changes by coal, natural gas and nuclear power providers who will pass the costs on to consumers and ratepayers.
  • Many lawmakers are concerned about protecting consumers’ pocket books and will be looking at how to reduce costs.
  • Some lawmakers will be promoting the development of clean energy to avoid regulatory costs altogether.

More information about environmental regulations and NCSL’s Environment program is available here.

New Frontier: America, the Saudi Arabia of Natural Gas

As new natural gas discoveries change America’s energy landscape, state lawmakers will be working to protect the environment while promoting a valuable domestic energy resource.

  • New natural gas discoveries have led to construction of more natural gas plants and some displacement of coal with natural gas.
  • Larger natural gas supplies will keep natural gas prices relatively low for the foreseeable future.
  • The new technology that has opened up these resources, fracking, has raised concerns about drinking water contamination and other environmental dangers.
  • States are responsible for regulating fracking, although there is growing pressure to give more oversight to the federal government.

The Energy Program website has a large amount of information on energy issues.
