This chart from the report "Allowance Distribution to States and Energy Consumers Under the American Clean Energy and Security Act" shows the distribution of emission allowances to the states. It is based on the Waxman-Markey bill passed in the U.S. House of Representatives and referred to as ACESA. The report was written by John Larsen of the World Resources Institute and Kate Zyla and Gabriel Pacyniak of the Georgetown Climate Center.
