The chemical industry has advanced rapidly during the past 40 years, designing and market­ing new products that make life easier, safer and more comfortable. Federal oversight laws for the industry, however, have not kept pace. The Toxic Substances Control Act (TSCA), which governs chemical production and marketing, has not been updated since its enact­ment in 1976.
