Funding Education in a Climate of Cutting
As state lawmakers wrestle with the fifth consecutive year of budget gaps, they will look to education – both K-12 and higher education – for additional cuts. Key federal education actions in 2012 will affect states.
- While higher education has suffered very deep cuts, K-12 has been somewhat immune. But together, K-12 and higher education comprise nearly 50 percent of state budgets, so cash strapped states looking for more cuts will have to go where the money is.
- State lawmakers will consider how to reallocate K-12 resources to programs that have shown the most consistent return on investment in terms of improving student achievement.
- Higher education is likely to face even more cuts, pushing states to consider dramatic new arrangements with colleges and universities that will give them more flexibility over the limited dollars they receive from the state.
- Reauthorization of the Elementary and Secondary Education Act may occur early in the year, and the U.S. Department of Education has announced waivers from some provisions of the existing law. The waivers and reauthorization legislation move away from some of the more restrictive components of No Child Left Behind, the latest iteration of the Elementary and Secondary Education Act.
- The federal government may also make changes that will affect student financial aid and student debt.
- State lawmakers are concerned that policy decisions at the federal level may impair state flexibility, authority and budgets.
