In its much-anticipated "State Budget Update: Spring 2012," the National Conference of State Legislatures analyzes the financial trends and conditions of the country's state budgets.State fiscal conditions continue to improve at a slow and steady pace.  A spring 2012 survey of state legislative fiscal officers found revenue performance remains positive and expenditures in most states are stable.  And for the first time since before the Great Recession, a number of states are projecting to end the fiscal year with small unobligated balances.Despite this encouraging news, a degree of uncertainty still lingers over state budgets.  Concerns about unemployment levels, potential federal deficit reduction actions, spending pressures and global economic events, are contributing to a cautious state budget outlookThe authors of the report will share their insights, discuss patterns and reveal what the results of the survey say about the current state of state budgets.

Panelists: Arturo Perez, Fiscal Affairs Program Director, NCSL.

Moderator: Gene Rose is executive vice president of the strategic communications firm Marmillion + Company, where he assists clients with his experience as a national media director, video producer, speechwriter and journalist. He began his career as a reporter for newspapers in Michigan and Missouri. Following that, he spent nearly 15 years with the Missouri House of Representatives, where he led the legislative chamber’s public information activities. He later directed the National Conference of State Legislatures Communications Division. Members of the National Association of Government Communicators elected Rose to a two-year term as president in 2006. He’s been recognized for writing, video, speech writing and video awards by the National Newspaper Association, the Missouri Press Association, the National Association of Government Communicators and the Telly Awards.
