Representatives from the two primary providers of redistricting software will be available to offer demonstrations and hands-on training with their products. 
 
  • Maptitude for Redistricting--Stanford Room
 
Howard Simkowitz and Tracy Horgan invite all current and prospective Maptitude for Redistricting (MTR) clients to join them to learn more about MTR. For those new to MTR or who want a review, they will go over the basics of plan creation, assigning districts, creating reports, computing compactness, evaluating communities of interest, etc…. For experienced users they will introduce new features added to MTR over the past decade and will demo Maptitude Online Redistricting.
 
·        Citygate GIS and ESRI--City Room
 
Representatives from Citygate GIS, Election Data Services and ESRI will be available to train attendees on basic GIS tools and CityGate GIS's most current redistricting application including numerous new features added since the 2000 round of redistricting.

This session will focus on the fundamental elements of the redistricting process. Why do states draw lines? How do states draw lines?

In 2008, California voters approved a measure that sets up a new commission to do California legislative redistricting after the 2010 census. It is unlike any other process.

Redistricting and the Voting Rights Act
The federal Voting Rights Act of 1965 has a major influence on the redistricting process in essentially every state. This session will review changes in how courts have interpreted the Act in recent years as well as a recent decision from the U.S. Supreme Court in a successful challenge to a North Carolina legislative map that included "crossover" districts.

In April, the U.S. Supreme Court heard arguments in a case, NAMUDNO vs. Holder, from Texas challenging section 5 of the Voting Rights Act commonly referred to as preclearance. A decision in the case is expected within a few weeks after this seminar. The decision could potentially have a dramatic impact on redistricting in all states especially if the high court strikes down, or significantly alters, section 5 leading to Congressional action.
