During remarks to the Nuclear Regulatory Commission (NRC) at a public meeting last week at its headquarters in Rockville, Md., I outlined NCSL's position regarding the NRC’s draft proposal for its Waste Confidence Rule.  The Waste Confidence Rule is used by the NRC to help determine the environmental impacts of issuing new reactor licenses or reactor license renewals. 

It was an opportunity to highlight NCSL’s belief that the NRC should continue to provide strong, independent oversight of all commercial nuclear plant operations, including plant licensing, used fuel and radioactive waste management, transportation and disposal. Also noted was the importance for the NRC to continue its efforts and to maintain its schedule for the current waste confidence proceedings so that progress on both plant licensing and used fuel management can continue.

NCSL has been particularly active in its efforts for the federal government to establish a system of storing used nuclear fuel.

On July 30, Delegate Sally Young Jameson of Maryland testified on behalf of NCSL before the U.S. Senate Energy and Natural Resources Committee to discuss the recently introduced Nuclear Waste Administration Act of 2013 (NWAA), S. 1240.

Jameson, whose Maryland district borders the Calvert Cliffs Nuclear Power Plant, has long been involved with issues of nuclear waste disposal and storage, and has twice provided testimony to the Blue Ribbon Commission on America’s Nuclear Future. Additionally, NCSL’s Nuclear Legislative Workgroup, a group of state legislators that focuses on issues pertaining to nuclear energy, met last month in New Orleans, La., as part of an intergovernmental meeting with the Department of Energy.

NCSL adopted its Radioactive Waste Management Policy Directive at its 2012 Legislative Summit.
