NCSL Collaboration with NDI for Intern Training Seminar in Morocco Joining forces with NDI/Morocco, two legislative staff members of the U.S. delegation to Rabat and NCSL staffers conducted a one-day training program for NDI’s parliamentary interns. Modeled on past NCSL training programs, the training started with an overview of federalism in the U.S. and the role of state legislatures. Discussions then turned to research techniques and skills. In particular, the NCSL program focused on the importance of the creative use of resources in conducting research, encouraging pro-active roles by staff in getting research information to members, and on creating a demand for research and perhaps leading to a change in the work culture in parliament. Feedback from NDI was very positive. It should be noted that everyone involved volunteered their time with NCSL staff and the two delegates foregoing the excursion in Rabat and the NDI staff and parliamentary interns working on the national independence day holiday.
