INTRODUCTION In December 2003, working with NCSL’s Foundation for State Legislatures, NCSL created a special project to explore policy issues related to identity security. During the course of the year, the project sponsored programs addressing technology, privacy, security, access and related identifi cation (ID)security issues at major NCSL meetings in Washington, D.C.; Salt Lake City, Utah; and Savannah, Georgia. In addition, the project produced a LegisBrief entitled “Identity Security” and sponsored an article, “Foiling ID Thieves,” that was published in the October 2004 issue of State Legislatures magazine. This project report highlights issues raised during the year and incorporates the ID security principles developed by project members. The ID security principles were developed by members of the ID Security FSL Partnership Project, including state legislators, legislative staff and private sector partners. The principles are recommendations of the project that have not been endorsed or adopted by any NCSL committee and therefore and therefore do not constitute official NCSL policy.  |
