Early Care and Education State Budget Actions FY 2007 and FY 2008

NCSL is proud to present the results of the first-ever survey of state and territory fiscal staff on early care and education appropriations.  The report Early Care and Education State Budget Actions FY 2007 and FY 2008 provides a comprehensive compilation of data on state appropriations to a range of strategies including child care, prekindergarten, parent education/ home visiting, and related early learning strategies such as Early Head Start/ Head Start, early childhood mental health and public-private partnerships. 

The report shows that states increased state appropriations to early care and education by over $1 billion from FY 2007 to FY 2008 and increased funding in all four categories.   The report includes a summary of findings, a brief analysis, appendices with 50 state charts for child care, prekindergarten, parent education and related early learning strategies.  The final chart includes all four categories as reported by states with notes.  The report is based on a survey of the 50 states and territories conducted in the summer and fall 2007.  A big thank you to the state fiscal staff who participated in the survey!
