Last year, nine states missed their budget deadlines and began FY 2010 without a spending plan in place. The adverse fiscal conditions that played a role in states missing their deadlines last year have not subsided. In developing their FY 2011 budgets, states face a cumulative shortfall of $89 billion. Resolving these massive gaps can significantly complicate, and often lengthen, state budget deliberations.More

Zero-Base Budgeting in the States

DollarsZero-base budgeting (ZBB), in its original form, is a system of budgeting that begins every budget cycle at zero, rejecting any assumption that the activities that were funded in the last budget will continue in the coming one. It requires a rationale for each activity that will be funded for the new budget. FMAP Extension and the Impact on States

U.S. FlagThe ongoing congressional debate on Capitol Hill over whether to provide a six-month extension to the enhanced Federal Medical Assistance Percentages (FMAP) for states could have some major consequences on state budgets for the upcoming fiscal year. The $25.5 billion extension of provisions in the American Recovery and Reinvestment Act (ARRA) would cover the period between Jan. 1, 2011 and June 30, 2011, which represents the second half of fiscal year (FY) 2011 for nearly all states.
