Fiscal Year 2010 Budget Status

Forty-six states began their new fiscal year on July 1, 2009(1). As the new fiscal year began, 42 states had finalized their budgets. Eight states have had the unenviable task of finalizing budgets after the start of the new fiscal year (Arizona, California, Connecticut, Illinois, Mississippi, North Carolina, Ohio, and Pennsylvania, additionally Michigan whose fiscal year ends September 30, missed their deadline as well) (2). California, which came to a budget agreement in February, subsequently faced a new budget gap of $24 billion that was resolved by lawmakers on July 28, 2009. In Arizona, lawmakers and the governor have reached agreement on several budget items, but still have to close a $2.1 billion budget gap (Lawmakers reached agreement and the budget was finalized on Sept. 5, 2009). North Carolina and Ohio each have passed temporary appropriations measures (each have since finalized their budgets); while in Connecticut, the governor issued an executive order to maintain funding for services and programs (Connecticut came to a resolution on September 1). Pennsylvania lawmakers came to agreement and enacted the budget on Oct. 9, 2009, and Michigan resolved their budget on Oct. 30, 2009. Additionally, at least eight states have had to extend their legislative sessions or enter into special session to deal with their FY 2010 budgets. The following chart details the current status of FY 2010 budgets in the states and includes any important notes regarding budget processes.

Due to the failure of five ballot measures on May 19, 2009, California is in the process of reconfiguring its budget. Lawmakers rejected a Democrat plan to close the state's $24 billion budget gap on June 25, 2009 due to supermajority requirements.

The two chambers came to a budget agreement and awaited the governor's call for a special session so that the budget could be voted on by the full Legislature. The governor had stated that if a budget was not passed by the start of the next fiscal year that he has the executive authority to keep critical agencies going. The governor called a special session on June 28, 2009 and the Legislature sent a budget (minus the Public Service Commission budget) to the governor on June 30, 2009.
